Capture / Proposal Manager (ISR / C5ISR Defense Programs)

Cambridge Automation is seeking a Capture / Proposal Manager to lead strategic capture and proposal execution across ISR and C5ISR programs supporting the United States Army, United States Navy, and United States Marine Corps.
This is not a coordination role, this is frontline growth leadership, owning capture strategy, competitive positioning, and proposal delivery across $10M–$100M+ opportunities.
You’ll operate at the intersection of:
• Mission requirements and operational needs
• Advanced defense technologies and engineering solutions
• Competitive strategy, capture, and proposal execution
What You’ll Do
Capture Strategy & Opportunity Shaping
• Lead full capture lifecycle (identification → shaping → proposal → award)
• Support bid/no-bid decisions and pipeline development
• Develop win strategies, value propositions, and competitive positioning
• Conduct competitive analysis (Black Hat, strengths/weaknesses, differentiators)
• Build customer relationships across Army, Navy, and Marine Corps stakeholders
• Develop and assess Probability of Win (PWin)
Proposal Leadership & Execution
• Lead full proposal lifecycle (RFI/RFP/RFQ → submission → award)
• Develop compliance matrices, outlines, and proposal strategies
• Coordinate cross-functional teams (engineering, pricing, contracts, BD)
• Lead proposal reviews (Pink, Red, Gold Teams)
• Ensure 100% compliance with FAR, DFARS, and solicitation requirements
Proposal Production & Delivery
• Manage proposal production end-to-end:
• Technical and management volumes
• Graphics, formatting, and visual content
• Version control and final delivery packages
• Ensure alignment across technical, management, and cost volumes
Growth & Competitive Positioning
• Improve win rates (PWin) and capture effectiveness
• Lead win/loss analysis and lessons learned
• Support teaming strategies and subcontractor alignment
• Contribute directly to pipeline growth and revenue capture
Pricing & Cost Volume Support
• Support development of cost/price volumes and pricing strategies
• Align pricing with FAR/DFARS and solicitation requirements
• Validate consistency between technical, management, and cost volumes
• Support cost buildup models and pricing narratives
What You Bring
• 7+ years of capture, proposal, or business development experience in DoD environments
• Experience managing competitive federal proposals
• Strong knowledge of FAR, DFARS, and federal acquisition lifecycle
• Experience supporting ISR, C5ISR, or defense programs
• Proven ability to lead cross-functional teams under tight deadlines
• Strong writing, editing, and communication skills
• Bachelor’s degree (Business, Engineering, or related field)
Preferred
• APMP Certification
• Experience with IDIQ, GWAC, MATOC, or MACC contract vehicles
• Familiarity with RS3, SeaPort NxG, or similar vehicles
• Experience with Shipley or structured proposal methodologies
• Active or eligible DoD security clearance
• Master’s degree
Compensation & Benefits
• Salary Range: $130,000 – $165,000+ annually
(Commensurate with experience, clearance, and program scope)

Work Environment
• Location: APG, MD or California (NIWC Pacific / NAVWAR / NAWCWD)

CALIFORNIA COMPLIANCE & LEGAL DISCLOSURES
Pay Transparency (California Requirement)
The salary range for this position is $130,000 – $165,000+.
Actual compensation may vary based on experience, qualifications, clearance level, location, and business needs.
